<p>The RESCALE project is piloting a new model aimed specifically at adults with limited basic skills. Each Reskilling Lab will offer:</p>
<ul>
<li>Tailored learning pathways to meet individual needs</li>
<li>Evaluation and coaching support to bolster adult development</li>
<li>Motivational resources for educators and counsellors to enhance the overall learning experience</li>
</ul>
<p>These Labs will be piloted across seven countries: Italy, the Netherlands, Belgium, Lithuania, Finland, Hungary, and Croatia with Malta joining later. Each Lab will foster a collaborative environment, bringing together learners, educational providers, employers, and public services to explore inclusive and innovative learning strategies.</p>
<h3><strong>Expanding horizons</strong></h3>
<p>The project aims to address the challenges related to the green and digital transitions, as well as social inclusion for vulnerable adults, by creating a new European model: Reskilling Labs. These innovative Labs are designed to improve participants&#8217; occupational positions and enhance their basic, digital, and green skills.</p>
<p>The Reskilling Labs integrate efficient methodologies for career guidance, counselling, and mentoring, along with innovative training materials, to promote inclusion and help workers adapt to changing job requirements. Supporting learners&#8217; well-being is also central to these efforts, ensuring a holistic approach to their development and fostering a supportive environment that nurtures personal growth alongside skill acquisition.</p>
<h3><strong>Innovative approaches for growth</strong></h3>
<p>European Reskilling Labs serve as the core of the initiative. This effort also involves comparative analysis to understand the educational and labour-market infrastructures across Europe, with the goal of developing effective educational models and training materials for various stakeholders. Impact evaluations of learning are conducted to measure effectiveness. Furthermore, a digital manual is being developed to support professionals in scaling and implementing Reskilling Labs, in collaboration with key stakeholders in lifelong learning. The initiative emphasises developing a policy model for the European Reskilling Lab, focusing on upskilling and reskilling vulnerable adults for the green and digital economy, while ensuring ongoing dissemination and effective engagement with policymakers to maximise the initiative&#8217;s impact. A two-day project meeting in Campobasso, Italy, highlighted the project&#8217;s collaborative spirit. Project partners actively participated, showcasing a commitment to linking academic knowledge with workforce and community needs. This synergy among educational institutions, employers, and public services is vital for fostering innovative learning environments that not only promote skill development but also enhance overall social inclusion, ultimately transforming the educational landscape across Europe.</p>
<h3><strong>Looking ahead</strong></h3>
<p>The RESCALE model combines research, pedagogy, and guidance to enhance adult education systems throughout Europe, promoting innovative methods for lifelong learning and improving employability. As the RESCALE pilots prepare for launch in the coming months, anticipation surrounds the potential to bring forth innovation, inclusion, and impactful changes in adult learning systems.</p>
<p>The local pilot is being implemented in cooperation with the Nógrád County Vocational Training Center, at the at the training location and with the programs offered by the <strong>Nógrád County Vocational Training Center&#8217;s Szondi György Technical College and Vocational School</strong>.</p>

				<div class="et_pb_text_inner"><p><span>In today&#8217;s fast-evolving job market, the need for reskilling and upskilling has never been more critical, especially for vulnerable adults in declining sectors. Many of these individuals face daily struggles and uncertainty about their future, making it all the more urgent to provide them with the skills they need to thrive. <strong>According to 2020 OECD statistics, 9% of adults aged 25-64 with an educational level below upper secondary school are unemployed.</strong> Additionally, many workers in transition, as well as unemployed and inactive adults, are not participating in adult education. </span></p>
<p><span>Recognising that the green transition and digital transformation are likely to affect sectors unevenly, the <a href="https://rescale-eu.com/" target="_blank" rel="noopener"><strong>RESCALE</strong> project</a> is designed to develop an innovative approach to upskill and reskill these individuals for new tasks and jobs in the green and digital economies. By establishing an innovative Reskilling Lab model, we aim to improve the labour market position and proficiency levels of basic, digital, and green skills among vulnerable adults across seven European countries. This project aligns closely with the latest European Union policies aimed at fostering inclusivity and sustainability. In doing so, we are implementing key strategies that emphasise equipping marginalised populations with essential skills for future job markets.</span></p>
<h3><strong><span>Vision and ambition of the RESCALE project</span></strong></h3>
<p><span>The <strong>RESCALE project</strong> embodies transformative ambition:</span></p>

<li><strong><span>Lifelong learning</span></strong><span>: To provide reskilling and upskilling for diverse populations based on a European model for future skills.</span></li>
<li><strong><span>Addressing recruitment needs</span></strong><span>: To meet the hiring needs of companies by preparing retrained low-skilled workers.</span></li>
<li><strong><span>Leverage expertise</span></strong><span>: To engage with collaborators and stakeholders to support vulnerable groups.</span></li>
<li><strong><span>Empowerment</span></strong><span>: To empower individuals in education and the labour market.</span></li>
<li><strong><span>Innovative solutions</span></strong><span>: To tackle pressing societal challenges through creative methods.</span></li>
</ul>
<p><span>By focusing on these ambitions, we aim to help low-skilled adults find sustainable employment and improve their quality of life.</span></p>
<h3><strong><span>Embracing the Union of Skills</span></strong></h3>
<p><span>The European Commission&#8217;s Union of Skills presents a comprehensive framework designed to enhance workforce skills across the EU. Launched in March 2025, this initiative aims to address skills shortages by promoting inclusivity and adaptability, and by emphasising collaboration among stakeholders across sectors. It focuses on vocational education and basic skills. By focusing on vulnerable populations, we are not just adhering to EU guidelines; we are also advancing a broader vision of economic resilience.</span></p>
<h3><strong><span>Prioritising basic skills and vocational education and training (VET)</span></strong></h3>
<p><span>One of the cornerstones of the <strong>Union of Skills</strong> is the emphasis on<strong> basic skills</strong> and <strong>Vocational Education and Training (VET)</strong>. Our program is designed to integrate these essential skills, facilitating a smoother transition for participants into promising sectors. By focusing on vocational pathways, we prepare individuals not just for jobs but for careers that contribute to sustainable development.</span></p>
<h3><strong><span>Action Plan on Basic Skills: a foundation for learning</span></strong></h3>
<p><span>Launched in March 2025, the <strong>Action Plan on Basic Skills</strong> aims at enhancing fundamental skills such as reading, writing, mathematics, digital literacy, and citizenship among adults. This plan lays a critical foundation for our project as we strive to strengthen participants&#8217; basic skills. The principles outlined in this action plan directly inform our training curriculum, ensuring that our approach is both relevant and impactful.</span></p>
<h3><strong><span>The EBSN policy brief</span></strong></h3>
<p><span>The <strong>European Basic Skills Network (EBSN)</strong> emphasises the urgent need to integrate basic skills into educational frameworks, as highlighted in its recent policy brief. This document outlines the critical role foundational skills play in helping individuals navigate the modern job market. By aligning the RESCALE project with the EBSN&#8217;s recommendations, we can effectively address skills deficits among vulnerable adults. This collaboration ensures our Reskilling Labs not only focus on immediate needs but also contribute to a society where everyone has the opportunity to thrive, supporting the EU&#8217;s objectives of inclusivity and sustainable economic growth.</span></p>
<h3><strong><span>Integrating green and digital skills</span></strong></h3>
<p><span>The <strong>European Basic Skills Network</strong> highlights the urgent need to integrate <strong>green and digital skills</strong> into educational frameworks. Our Reskilling Labs are committed to this integration, offering training that equips participants with the competencies necessary to thrive in modern, eco-friendly workplaces. This dual focus on green and digital skills aligns perfectly with EU directives, ensuring that our trainees are not just job-ready but future-proof.</span></p>
<h3><strong><span>Fostering citizenship competence</span></strong></h3>
<p><span>Incorporating <strong>citizenship education</strong> into our curriculum is essential for fostering a socially cohesive society. By engaging participants in discussions about their roles in the community and the economy, we help them build a sense of agency and responsibility, which is vital in today&#8217;s rapidly changing landscape.</span></p>
<h3><strong><span>Innovative teaching methods for enhanced learning</span></strong></h3>
<p><span>The action plan calls for promoting <strong>innovative teaching methods</strong>. We take this to heart in our Reskilling Labs by employing diverse, engaging instructional strategies tailored to the unique needs of adult learners. Our goal is to create supportive learning environments that encourage participation and empowerment.</span></p>
<h3><strong><span>Supporting non-formal learning</span></strong></h3>
<p><span>Recognising the significance of <strong>non-formal learning</strong>, the action plan encourages initiatives that cater to adult education outside traditional frameworks. Our project incorporates community-based approaches, ensuring accessibility and relevance for all participants—particularly those facing barriers to education.</span></p>
<h3><strong><span>Promoting public-private partnerships</span></strong></h3>
<p><span>The EU strategy underscores the importance of <strong>public-private partnerships</strong> to enhance training initiatives. We actively seek collaboration with local businesses and organisations, creating pathways for participants to enter the workforce with real-world skills and experiences.</span></p>

				<div class="et_pb_text_inner"><p><span>On 29–30 September 2025, the partners of the RESCALE Project – convened in Campobasso, Italy, for the second transnational meeting hosted by Università degli Studi del Molise.</span></p>
<p><span aria-label=" " class="c-mrkdwn__br" data-stringify-type="paragraph-break"></span><span>On behalf of EBSN, we are proud to highlight this remarkable European initiative, which is laying the foundation for a new model of adult upskilling and reskilling laboratories. These Reskilling Labs are being developed in the context of the green and digital (twin) transition, with a strong focus on learners with low basic skills.</span></p>
<p><span aria-label=" " class="c-mrkdwn__br" data-stringify-type="paragraph-break"></span><span>Each Lab will offer:</span></p>
<ul>
<li><span>Customised learning pathways</span></li>
<li><span>Assessment and coaching</span></li>
<li><span>Motivational tools for </span>teachers and counsellors</li>
</ul>
<p><span aria-label=" " class="c-mrkdwn__br" data-stringify-type="paragraph-break"></span><span>The Labs are being piloted in 7 countries (Italy, Netherlands, Belgium, Lithuania, Finland, Hungary, and Croatia), soon to include Malta, via diverse local partnerships involving education providers, employers, and public employment services (PES).</span></p>
<p><span aria-label=" " class="c-mrkdwn__br" data-stringify-type="paragraph-break"></span><span>During the Campobasso meeting, partners reviewed learnings of the comparative country analysis and impactful practices, finalised the European Lab learning model, and validated its readiness for national adaptation in the pilot phase. The Labs’ innovative approach to learning space design, pedagogy, and career guidance was recognised as a valuable model for broader European adult education policy.</span></p>

				<div class="et_pb_text_inner"><p>The success of EPALE is clearly reflected in further successful intergovernmental collaborations providing us with valuable experiences we can all learn from. <a href="https://nll.org/english/" target="_blank" rel="noopener">The Nordic Network For Lifelong Learning</a> (in short: NLL formerly known as NVL), is an excellent example of international cooperation to improve adult learning policy and practice with a regional focus.</p>
<p>The Nordic Network for Lifelong Learning (NLL), established by the Nordic Council of Ministers (NCM) in 2005, unites all the Nordic countries and works according to the strategy of the NCM on adult educators’ competence development, VPL (validation of prior learning), lifelong guidance, education for sustainable development, basic skills development. NLL is responsible for creating and coordinating thematic networks with the goal to gather evidence about as well as compare the situation in different fields of adult education in the Nordic region. The results from NLL work support the development of policy and practice of adult learning. NLL strives to involve both education organisations and social partners in the dissemination and development activities.</p>
<p>The following interview was conducted by Tamás Harangozó, editor at the European Basic Skills Network and EPALE Adult Learning Expert, and is dedicated to the 10<sup>th</sup> anniversary of EPALE. We invited different regional coordinators from NLL to ensure a holistic view on EPALE’s role in the Nordic cooperation. The insights given in this interview reflects three experts’ views: <a href="https://epale.ec.europa.eu/en/users/antra-carlsen" target="_blank" rel="noopener">Antra Carlsen</a> – head coordinator, <a href="https://epale.ec.europa.eu/en/users/nlarjajo" target="_blank" rel="noopener">Johanni Larjanko</a> – national coordinator for Finland, and <a href="https://nll.org/personer/andreas-gravdahl/" target="_blank" rel="noopener">Andreas Gravdahl</a> – national coordinator for Norway.</p>

<h2>NLL’s role in EPALE’s development</h2>
<p><em>Over the past decade, how has The Nordic Network for Lifelong Learning</em><strong><em> </em></strong><em>contributed to shaping discussions and policies on EPALE? Can you highlight a key initiative or collaboration where NLL’s expertise made a significant impact?</em></p>
<p>The Nordic Network for Lifelong Learning and EPALE have collaborated in various ways to promote lifelong learning, skills development, and policy innovation across Europe. This partnership has been valuable in addressing challenges like digitalisation, inclusion, sustainability, and skills validation.</p>
<p>The NLL-EPALE cooperation over several years has strengthened lifelong learning policies, networks, and innovations in both the Nordic region and the broader European landscape. </p>
<p>By sharing best practices, influencing policy, and promoting new learning methods, this partnership has contributed to more inclusive, sustainable, and future-oriented adult education across Europe.</p>
<p>&nbsp;</p>
<h2>Nordic Approaches in European Policy</h2>
<p><em>How has NLL helped integrate Nordic perspectives on lifelong learning into EPALE’s broader European policy discussions? Are there specific themes, such as sustainability, digital learning, or inclusion, where NLL’s influence is particularly visible?</em></p>
<p>Knowledge sharing and learning practice sharing have been essential for creating synergies and linking Nordic perspectives with broader European perspectives.</p>
<p>NLL’s research and thematic reports on competence development, green transition, and digital learning have been widely shared through EPALE. EPALE has provided a platform for Nordic educators and policymakers to publish case studies and insights that can be applied in a European context. </p>
<p>NLL has contributed expertise to EPALE’s work on digital transformation, inclusion, and work-based learning. <a href="https://epale.ec.europa.eu/en/blog/nordic-thematic-landing-page-digital-basic-skills-adult-learners" target="_blank" rel="noopener">The Nordic Thematic Landing Page on Digital basic skills of adult learners</a> serves as a guiding reference (author: <a href="https://epale.ec.europa.eu/en/users/nwestoje" target="_blank" rel="noopener">Jenni Westö</a>). </p>
<p>Furthermore, Nordic experiences in non-formal adult education and validation of prior learning (VPL) have helped in shaping European strategies. One milestone publication in this field was the comprehensive policy recommendation titled <a href="https://nll.org/rapporter/liberal-adult-education-certificate-as-a-tool-for-validation/" target="_blank" rel="noopener">Liberal adult education certificate as a tool for validation</a> (available also in <a href="https://nll.org/rapporter/vapaan-sivistystyon-opintotodistus-tunnustamisen-valineeksi/" target="_blank" rel="noopener">Finnish</a> and <a href="https://nll.org/rapporter/studieintyg-utfardade-av-fritt-bildningsarbete-som-verktyg-for-validering/" target="_blank" rel="noopener">Swedish</a>). </p>
<p>Finally, <a href="https://epale.ec.europa.eu/da/content/det-er-nu-piaac2-begynder" target="_blank" rel="noopener">the sharing of PIAAC follow-up experiences</a> has just started. A vast amount of data on the knowledge levels among adults is available in the PIAAC2 survey. The main findings can be summarised in four lines, but there is much, much more to be gained from the results of large-scale interviews with 4,000 respondents (Norway) aged 16 to 65. </p>

<h2>Strengthening Cross-Border Collaboration</h2>
<p><em>NLL is known for fostering cross-border cooperation in adult learning. How has EPALE supported NVL in connecting Nordic adult learning strategies with wider European networks? Can you share examples of successful partnerships or knowledge-sharing efforts?</em></p>
<p>Cross-border learning events, like webinars, workshops, and seminars organized jointly have helped spread Nordic innovations in adult learning (e.g., competence-based learning, sustainability education). EPALE’s extensive reach across Europe has enabled Nordic best practices to influence policies and strategies beyond the region.</p>
<p>NLL Norway has actively cooperated with EPALE Norway on several events, including both the <strong>Læring i nord</strong> annual conference (in English: Learing in the north), and the <strong>DigiNorden</strong> conference in Tromsø, Norway, September 2022. Both organisations have jointly gathered all the information needed on the selected topics presented in the conferences, and contacted the relevant stakeholders, resulting in both obtaining new knowledge for our host organization and main organisation; also acquiring new contacts and a greater network for future events and projects. The event’s goal is to highlight and spread Nordic and European initiatives to a first and foremost Norwegian, Nordic and European target group for the selected topic related to lifelong learning. </p>
<p>The DigiNorden conference addressed Digital skills in the Nordic countries and brought together Universities, Higher VET providers, the social partners, providers of non-formal education, governmental institutions and stakeholders relevant for the topic. The conference was co-created by EPALE and NLL in where the selected presenters and stakeholders partaking was coordinated by both organisations. Relevant topics and questions revolved around digital inclusion, the digital and green shift, competence needs and the demand for lifelong learning opportunities in the Nordic countries. </p>
<p>In 2022 the <a href="https://epale.ec.europa.eu/sv/content/laering-i-nord-2022-kompetanse-det-gronne-skiftet-i-nordisk-industri-0" target="_blank" rel="noopener">Læring i nord event</a> focused on skills for the green transition in Nordic industries. For this event, green organizations, academia, industry actors, and the social partners was contacted and represented at the conference. This led to presentations from Norway and Sweden covering a wide range of topics from energy transition education to industry validation. </p>
<p>The <a href="https://epale.ec.europa.eu/sv/content/program-laering-i-nord-2023-validering-av-alla-tidigare-kunskaper" target="_blank" rel="noopener">2023 Læring i nord conference’s</a> theme was validation in the Nordic countries related to the EU’s year of skills, gathering stakeholders from Sweden, Denmark, Finland and Norway showcasing our countries’ different actions and tools we use in validation situation for the individual to formalizing competence and which opportunities and challenges we face. </p>
<p>The theme for <a href="https://epale.ec.europa.eu/en/blog/laering-i-nord-2024-micro-credentials-future-skills-recognition" target="_blank" rel="noopener">Læring i nord 2024</a> was micro-credentials, and EPALE and NLL managed to have presentation from Sweden, Finland, Norway and from OECD and micro-credential alliances in Europe. This conference gave us insight in how both Nordic countries and the European alliances are working with micro-credentials showcasing examples on these courses, and how they can be developed and utilised. </p>
<p>Læring i nord 2025 conference is yet to be planned, but the topic of basic skills is the chosen focus for this conference.</p>
<p>EPALE and NLL were important stakeholders in organising the <a href="https://www.cedefop.europa.eu/en/events/4th-vpl-biennale" target="_blank" rel="noopener">4th VPL Biennale in 2022</a>. VPL Biennale facilitated discussions and exchange on how validation processes can become an integral part of policies and services to support lifelong learning.</p>
<p>In 2022, NLL and EPALE co-hosted an event titled <em>Sustainable Competences for the Future</em>, focusing on integrating sustainability into adult education. The discussions influenced training programs in multiple EU countries.</p>
<p>NLL and EPALE have also facilitated stronger links between Nordic adult learning experts and European institutions, thus strengthening professional networks. Educators and policymakers from the Nordic region have participated in EPALE’s online discussions, thematic groups, and conferences. EPALE and NLL organised live events twice during EPALE Community Conferences in 2022 in Vaasa and in 2023 in Helsinki.</p>
<p>EPALE and NLL have worked together in Finland for many years. EPALE streamed the Adult Basic Skills national conference in September 2022, extending its reach across the Nordics and beyond. The conference was a joint effort of NLL Finland, the national Board of Education and the Ministry of Education and Culture.</p>
<p>Last year (in 2024) EPALE published a thematic blog series on <em>Bildung</em> based in part of a suggestion from NLL Finland. The blog entries deepened the understanding and improved the current discussion on the role(s) of education and adult learning. </p>
<p>Another example of partnership is the <a href="https://epale.ec.europa.eu/fi/blog/nvln-ja-epalen-podcastsarja-annin-validointivieraat-reversed-osa-8" target="_blank" rel="noopener">8 NLL-EPALE podcasts on validation</a>, produced and published in 2024-2025. These helped in framing the discussion on the state of validation and its many layers in Finland. </p>
<p>EPALE’s network has helped disseminate Nordic policy recommendations to a wider European audience through a series of different policy briefs published by NLL:</p>

<p>EPALE’s large European user base has helped increase awareness over Nordic adult learning models, policies and practices. A comprehensive blog post was published by Antra Carlsen that outlines the future directions Nordic adult learning has been taking titled   <a href="https://epale.ec.europa.eu/en/blog/towards-becoming-most-integrated-and-sustainable-region-2030-nordic-collaboration-adult" target="_blank" rel="noopener">Towards becoming the most integrated and sustainable region by 2030: Nordic collaboration in adult education – how can we support social inclusion?</a></p>

<h2>Future Vision</h2>
<p><em>What opportunities do you see for strengthening Nordic contributions to European adult education policy and practice through the platform?</em></p>
<p>Creating events in the manner that NLL and EPALE Norway have done is a clear example of cooperation that fosters new networks and contacts, while also enables the presenters to get to know each other and other countries’ best practice. It is easier to contribute to European adult education policy and practice if you know the Nordic contacts and initiatives well. Both the events and the knowledge from these are already being disseminated at the EPALE platform.</p>
<p>NLL believes that it is important to keep strong focus on sustainability and green transition. And choose relevant forms of further collaboration and co-creation.</p>
<p>We need to join forces and share best practices on teaching sustainability competences in adult education programs. Nordic and European discussions should help adult learning to support the green transition.</p></div>

				<div class="et_pb_text_inner"><p>A <a href="https://eur-lex.europa.eu/legal-content/HU/TXT/PDF/?uri=CELEX:32016H1224(01)&amp;from=SK" target="_blank" rel="noopener">Kompetenciafejlesztési Pályák Ajánlás</a> (2016) kiemeli, hogy az EU-ban mintegy 58 millió, alacsony alapkészségekkel rendelkező felnőttnek támogatásra van szüksége. Az Ajánlás arra ösztönzi a tagállamokat, hogy fektessenek be személyre szabott tanulási lehetőségekbe az írni-olvasni tudás, a számolási készség, a digitális alapkészségek és egyéb technikai készségek elsajátítása érdekében, lehetővé téve a felnőttek számára, hogy képesítés megszerzése felé haladjanak.</p>
<p>Az Ajánlás által támogatott háromlépcsős személyre szabott támogatás magában foglalja a készségek felmérését, a rugalmas tanulási lehetőségeket, valamint a készségek érvényesítését és elismerését, amelyet felvilágosító, tanácsadó és egyéb támogató intézkedések egészítenek ki. A tanácsi ajánlásra válaszul hozott intézkedésekről készült értékelés (2023) mérsékelten pozitív tendenciákat állapított meg a vonatkozó mutatókban, és megerősítette az ajánlások célkitűzéseinek folyamatos relevanciáját.</p>
<p>Az Európai Bizottság európai növekedési modelljének célja, hogy kihasználja a kettős -zöld és digitális- átmenet szinergikus lehetőségeit, miközben 2050-re egy klímasemleges kontinens felé halad, az európai Zöld Megállapodásban felvázoltak szerint.</p>
<p>Az <strong>alacsony alapkészségekkel rendelkező felnőttek</strong> azonban jelentős kihívásokkal néznek szembe, ha ezen átmenetek közepette fenn akarják tartani aktív részvételüket a munkaerőpiacon, a társadalmi és demokratikus életben:</p>
<ul>
<li>A gazdaságok környezetbarátabbá válása és a szolgáltatások digitalizációja átalakítja a meglévő munkahelyeket, és újakat teremt, miközben a régóta fennálló, <strong>alacsony képzettséget igénylő munkahelyek megszűnnek</strong> az automatizálás vagy a környezetre káros szerepek fokozatos megszüntetése miatt.</li>
<li>Emellett a közszolgáltatásokhoz való hozzáférés, a társadalmi és közösségi életben való részvétel és a demokratikus jogok gyakorlása egyre inkább a <strong>digitális készségektől és a médiaműveltségtől</strong> függ.</li>
<li>A <strong>fenntartható fejlődési</strong> célok elérése a környezeti hatások tudatosítását és a viselkedés megváltoztatását is megköveteli minden polgártól.</li>
</ul>
<p>A <strong>méltányosság</strong> és a <strong>szolidaritás </strong>az európai zöld megállapodás kulcsfontosságú célkitűzései és alapelvei, amelyek összhangban vannak a fenntartható fejlődési célokkal és a szociális jogok európai pillérével. A <a href="https://ec.europa.eu/social/main.jsp?catId=1607&amp;langId=hu" target="_blank" rel="noopener">szociális jogok európai pillérének cselekvési tervében</a> megfogalmazott kiemelt céllal összhangban 2030-ig a felnőttek 60%-ának évente részt kellene vennie képzésben (jelenlegi állás szerint 2022-ben 39,5%, az alacsonyan képzett felnőttek körében 18,4%), és a 16-74 évesek legalább 80%-ának rendelkeznie kellene alapvető digitális készségekkel, ami a digitálisan átalakult Európában a munkaerő-piaci és társadalmi befogadás és részvétel előfeltétele.</p>

<h3><em>A továbbképzés kihívásai a kettős átmenet összefüggésében</em></h3>
<p><strong>A tudatosság és a tanulási motiváció növelése</strong>: A szakpolitikáknak hatékonyan kell javítaniuk az egyének életminőségét, kiemelve őket a szegénységből és biztosítva a családfenntartó munkahelyeket.</p>
<p><strong>Átfogó megközelítés</strong>: A többszörös és sokféle igényre való reagálás, a szakpolitikák, támogatási eszközök és finanszírozási lehetőségek integrálása.</p>
<p><strong>A klasszikus alapkészségeken túlmutató készségek</strong>: A kettős átmenethez nélkülözhetetlen készségek jellemzően többet jelentenek az írni-olvasni-olvasni tudásnál, a számolási készségnél és a digitális készségeknél. Olyan transzverzális készségeket foglalnak magukban, mint a kommunikáció, az együttműködés, a problémamegoldás és a tanulók kontextusában releváns egyéb készségek. A szakpolitikáknak foglalkozniuk kell a tanulási készségekkel, és el kell ismerniük mind a mindennapi élethez szükséges fenntarthatósági készségeket, mind a munkával kapcsolatos zöld készségeket.</p>
<p><strong>Finanszírozás</strong>: Finanszírozás biztosítása nemcsak a képzésben való részvételhez, hanem a megélhetési költségekhez való hozzájáruláshoz is.</p>

<h3><em>Az európai készségfejlesztési menetrendben szereplő, a hatékony szakképzési politikákat támogató intézkedések</em></h3>

<p><strong>A </strong><a href="https://education.ec.europa.eu/education-levels/higher-education/micro-credentials" target="_blank" rel="noopener"><strong>mikrotanúsítványok európai megközelítése</strong></a>: a mikrotanúsítványok eszközöket biztosítanak az informális és nem formális környezetben szerzett készségek elismerésére.</p>

				<div class="et_pb_text_inner"><p>Az OECD szerint a digitalizáció képes enyhíteni az éghajlatváltozás hatásait. Ennek sikeréhez azonban képzett lakosságra és megfelelő technikai tudással rendelkező munkaerőre van szükség. A jelentés a metakészségek fontosságát is hangsúlyozza az összetett digitális információs környezetben. Az éghajlatváltozás és a digitális átállás során a rugalmas alkalmazkodás a munka, az oktatás és a társadalom területén is kulcsfontosságú kompetenciává válik. </p>
<p>Az OECD kiemeli, hogy a munkavállalókkal szemben támasztott követelmények jelentősen megnövekedtek a mesterséges intelligencia fejlesztése és használata tekintetében. Azonban az etikai szempontok integrálása lemaradásban van.</p>
<p>Az MI-modellek egyre inkább képesek nem tisztán rutinszerű feladatok ellátására. Ez olyan addicionális készségekre helyezi a hangsúlyt, mint például a döntéshozatal, a kockázatkezelés és az etika. A médiakészségek is egyre fontosabbá válnak egy olyan időszakban, amikor az információ mindenhol jelen van. Növekszik a kritikai gondolkodás, a logika és az információfeldolgozás jelentősége.</p>
<p><em>A (felnőtt)képzés és a gazdaság összehangolása</em></p>
<p>Az OECD szerint az oktatási rendszereknek meg kell kettőzniük erőfeszítéseiket a fiatalok környezeti fenntarthatósággal kapcsolatos készségeinek fejlesztése érdekében. A készségek mellett a megfelelő gondolkodásmód elsajátítására is gondot kell fordítani.</p>
<p>„Annak érdekében, hogy mindenki részese legyen és élvezze a gazdasági fejlődés és növekedés előnyeit, különös tekintettel a zöld és digitális átállás által teremtett lehetőségekre, a politikai döntéshozóknak jobban össze kell hangolniuk az oktatást és képzést a munkaerőpiacon szükséges készségekkel” &#8211; <a href="https://www.oecd.org/skills/boosting-skills-is-key-to-the-green-transition-and-harnessing-the-potential-of-ai.htm" target="_blank" rel="noopener">idézi a közlemény</a> Mathias Cormann OECD-főtitkárt. Ez feltétlenül szükséges ahhoz, hogy a munkavállalók képesek legyenek megbirkózni ezeknek a változásoknak a munkaerőpiacra gyakorolt jelentős hatásával.</p>
<p><em>Politikai beavatkozások van szükség</em></p>
<p>A jelentés kiemeli, hogy az OECD-országokban 10 felnőttből átlagosan csak mintegy 4 vesz részt formális vagy nem formális tanulási programokban munkához köthető okokból. Ez rontja a munkavállalók esélyét a továbbtanulásra és új képesítések megszerzésére, és korlátozza lehetőségeiket az ágazat- és foglalkozásváltás tekintetében. Abban is akadályozza őket, hogy fejlesszék az új technológiákkal való munkavégzéshez szükséges készségeiket.</p>
<p>Ebből következően politikai intézkedésekre van szükség az egész életen át tartó tanulás lehetővé tétele, az esélyegyenlőség növelése és ezáltal az általános jólét javítása érdekében.</p>
